You've isolated the syntax of actions, that is, the order in which your personal ingredients are put in?
Just like brownies, if you put the flour in first, its different than if you put the milk in first.
Order/syntax is crucial.
Okay, now let's pay attention to the very first ingredient. We're going to train ourselves to recognize the signs of that very first ingredient. What is it? A slight relaxing of the shoulders... a "maybe just one youtube video"... whatever it is, that's our sign. Our trigger.
Our next step, is building up a psychological response anchored to a physical and verbal sensation. Or, to put it simply, we're going to create a counter-trigger we can create at will.
"Wait a second, are you saying we can program ourselves to simply feel emotions?"
Ayup. That's what I'm saying.
I'm literally saying that you can choose a unique action, like pinching the skin between your index finger and thumb and saying "now!" and we can make it so that it causes you to immediately overpower the urge to procrastinate. (which, by the way, is basically overcoming fear of action)
So, isolate the very first ingredient, and pick a unique action. (Note that it has to be a unique action, something that won't get accidentally triggered during day to day activities)
After that, feel free to Program Yourself to Take Action!
